Carolina Park Sells For $50.1 Million

CDM of Charleston, LLC and it's partner, Grove Properties bought the Carolina Park development in Mt. Pleasant for $50.1 million at a Charleston County foreclosure auction on July 13, 2010.

CDM was the original owner of the 1200 acre development.

2009 State Report Card Scores Just Released

The 2009 State Report Cards were released today with a number of schools showing improved scores over 2008.However, according to a story in the Post and Courier newspaper "the improvement primarily stems from changes to the state's accountability test and scoring system, and it will take another year before test scores can be compared exactly from one year to the next. State education leaders cautioned against making year-to-year comparisons, and they said elementary and middle schools didn't have as high a bar to cross this year to receive better ratings."

Even though apparently the 2009 scores have been "watered down" to a degree, they should be helpful in comparing the relative performance of the different schools to each other. Even though the scores from Charleston County remain poor as a whole, the Mt. Pleasant scores are impressive, with every school obtaining an "excellent" grade with the exception of one, Laing Middle School which received a grade of "good":

Update Status On Carolina Park

According to an article in the Post and Courier on March 11, 2010, a judge has ruled that the foreclosure of about 1200 acres in Carolina Park can proceed no sooner than May 18, 2010.One of the investors in the development, CDM of Charleston LLC has been fighting the lawsuit brought last year by Palmetto Debt Holdings, which controls the $25 million first mortgage on the property.
In August of 2009, Palmetto Debt Holdings bought the note from the National Bank of south Carolina for an undisclosed amount. It than filed a lawsuit to take over ownership of the land which has been appraised at $150 million.

News Update On Carolina Park

The January 6, 2010 edition of The Post and Courier Newspaper reported today that the developer of Carolina Park has missed a mandatory $500,000 payment to the town of Mt. Pleasant, putting it's development agreement in jeopardy. Carolina Park Associates had agreed to pay $500,000 annually to the town and $100,000 to the county for improvements in the nearby Whitehall Terrace community over 12 years as part of it's development agreement, which dictates what can be built on the 1700 acre tract. A lawyer for Carolina Park said that the developer has invested about $50 million in the project and that the value of the unbuilt portion of the tract was appraised a year ago at $150 million.

Carolina Park Law Suit Status

The developer of Carolina Park, Carolina Park Associates reportedly stopped making payments on a $25 million dollar loan in June of 2009. In August of 2009, Palmetto Debt Holding, LLC bought the note for an undisclosed amount. They filed a foreclosure lawsuit and sought to replace the developer with a court appointed received.

A $600,000 payment on the debt is due in December, 2009. Carolina Park Associates has invested $50 million in the property and is working to secure new financing. Stay tuned.

Carolina Park Update - Developers Of Carolina Park Sued

According to an article in The Post and Courier newspaper, the developers of Carolina Park a facing a foreclosure lawsuit for allegedly defaulting on a $25 million loan. The newspaper stated that a Charleston based investment group, Palmetto Debt Holding LLC is seeking to foreclose on hundreds of acres of property the borrowers had pledged as collateral in Carolina Park. The Wando High School site as well as Roper St. Frances Hospital sites are excluded from the foreclosure.

According to the newspaper article, "the borrowers could turn over the land deeds without a legal fight, or they could line up new financing to pay off the $25.3 million balance, which is growing at a rate of nearly $4,700 a day. Filing for bankruptcy protection is an extreme option that would buy time. The Carolina Park has been known for years as the Marino Tract.

It is interesting to note that according to the Charleston mls, 22 vacant residential building lots being marketed by Carolina One Real Estate were withdrawn from the market in Carolina Park on September 24, 2009;

Release Of Carolina Park Builder Lots To Individual Buyers

On January 28, 2008, Carolina Park released it's first three building lots available to the public. They have been priced between $147,500 and $155,000. The lots are about 1/4 of an acre in size. Reports indicate that lot prices will start at $127,500 with acreage up to .5 acres.

According to a recent news article in the Moultrie News, there is no minimum buidling time requirement. However, the construction must meet the ARB Guidelines. The purchaser can select from a preferred builder list or bring in their own builder as long as the builder goes through the cerified Carolina Park Builder approval process. It is anticipated that the custom builder section of Carolina Park will open in February, 2009.

Phase 1 of Carolina Park will include 22 lots in Palmetto Forest and the Tidewater neighborhoods.

Construction of the new Palmetto Presbyterian Church is expected to begin soon.

Brentwood Homes Starts Construction On New Homes In Carolina Park

The first Brentwood Homes to be available in Carolina Park have been priced between $349,000 and $434,200. They are between 1799 sqft. and 2624 sqft.

Brentwood Homes has started construction of the first of three "spec homes" planned in Carolina Park. The first two story home is located on Lot 65. It will be a 4 bedroom 3 1/2 bath two story home of approximately 2624 square feet. The Rutledge Plan has a formal living room, separate dining room, family room and loft area. It also has a first floor master suite. It has been listed at $432,200. The photos below were taken on December 8, 2008. Hot Off The Press - Brentwood Homes Coming To Carolina Park

I just learned today that Brentwood Homes will be the first 'tract" builder constructing homes in Carolina Park. Brentwood Homes hopes to start construction of two spec homes in the next few weeks. The two homes will be priced in the $420,000 to $450,000 range. The smaller of the two will be approximately 2213 sqft. with 4 bedrooms and 2 1/2 baths. The larger and more expensive home will be 2624 sqft. with 4 bedrooms and 3 1/2 baths. Brentwoo homes builds homes throughout the Charleston area. In 2006, Brentwood became the largest "green" builder in South Carolina, committing that all homes built in Charleston would meet the EarthCraft House standard. Breenwood Homes has built over 1000 homes in the Charleston area. As of June 2007 they were building in Coker's Crossing in Goose Creek, Highlands Plantation in Summerville, Hunt Club in West Ashley, Indigo Palms and Oak Terrace Preserve in North Charleston, and Summertrees, located on Johns Island.

New 2008 Wando High School Sat Scores

The State of SC published the 2008 SAT scores on Tuesday. Wando High School, located adjacent to Carolina Park had one of the highest average test scores in the Charleston area. In addition, Wando was able to achieve the high average test score with 80% of the senior class taking the test. This is in comparison to Summerville High School where only 49% of the students took the test. Below you will find the Charleston area school SAT statistics.

Park Avenue Blvd. Opens

Carolina Park, the premier master-planned
community in Mount Pleasant, recently celebrated an important
milestone when Mount Pleasant community leaders and Carolina
Park partners opened Park Avenue Boulevard to vehicular traffic.
The 4-lane, one mile-long road was paid for completely with
private funds and serves as a major thoroughfare for the Carolina
Park community, connecting future residents with their Mount
Pleasant neighbors and the entire Lowcountry.

Park Avenue Boulevard is the final link in the road network
that provides a meaningful alternative to Highway 17 North
for Carolina Park and the neighboring communities of Park
West, Dunes West, Brickyard Plantation and Rivertowne Country
Club. Carolina Park residents will also gain access all the
way to I-526 through Park Avenue Boulevard, connecting them
to the rest of the Lowcountry while alleviating traffic on

to Wando High School located within Carolina Park.

What Is Carolina Park ?

Carolina Park

Carolina Park is a 1,700-acre “smart growth” community under development in northern Mount Pleasant. The new Wando High School in Carolina Park opened in 2004 and a 18,000 square foot child development center (The Children's Center at Carolina Park) opened this year on 1 3 1/2 acre parcel.

Roads have been paved and the first of 350 single-family home lots, constituting Carolina Park’s first phase of residential development have been platted and staked out. Construction of the first lots are scheduled to begin in the next month or two. A total of 1,745 houses are slated to be built during the next nine years.

Roper St. Francis Healthcare has begun construction on the 78 acres it purchased for its new 85-bed hospital, which is expected to open November 2010. (Roper Hospital Web Site)

The developers also have a 1.5-acre parcel set aside for an office building, another 1.5-acre parcel earmarked for a bank and 15 acres for a church.

Carolina Park features more than 400 acres of economic development space for companies seeking 50 to 100 acres each for corporate headquarters. The economic development segment will take about 20 years to build out, Hornstein estimated.

The plan also includes space for an institution of higher education, a police department, a fire department, a library and an Emergency Medical Service facility. Medical offices will be built near the new Roper hospital.

The development’s retail area will occupy more than 185 acres. Retailers most likely will start building after the first phase of residential development is completed.The retail segment will take about 15 years to build out.

Carolina Park’s residential segment will include apartment units in addition to single-family homes. A 545-acre low-density housing area will limit homebuilding to one house per acre. The remaining single-family homes will be built in higher-density areas.

Finally, the development will have 14 miles of biking and walking trails and 78 acres of park space.
